Hi Roland,
I don't know which web site you are visiting. There are no download links to language packs on http://tortoisesvn.net/translation ;)
The links to the language packs on http://tortoisesvn.net/translator_credits and http://tortoisesvn.net/downloads both work for me.
Have you considered that Sourceforge may have had a problem in delivering the files?
