Right, we don't have any up-to-date downloads on tigris.org. The raw language dlls there are rather old.
Stefan should be able to provide you with the english language dlls for the RC3.
You can download the restext tool from http://tortoisesvn.tigris.org/files/documents/406/14560/ResText.zip
Assuming you have restext and the four language dlls in the same folder, the following command line will give you a translated dll.
"ResText.exe apply TortoiseProcLang.dll TortoiseProc1065.dll Tortoise_fa.po 1065"
Do this for each of the four dlls (Proc, Merge, Blame, IDiff) and copy the dlls into "C:\Program Files\TortoiseSVN\Languages". Then you can select the translation in the TortoiseSVN settings.
