Not much really. The chinese do it because of the special nature of the Chinese character set. In Indonesian you are using "normal" letters, so why should you (in worst case) use a hotkey that has nothing to do with the GUI item you want to select.
If I imagine "Save (&X)", "Load (&P)", "Print (&S)" in one menu, I am convinced that this will go wrong...
Or worse: "Do you want to revert all changes from this revision: Yes (&N), No (&Y)" ;)
But nothing really bad happens if you have a duplicate hotkey in a Dialog. You will just cycle through the different GUI items by repeatedly pressing Alt-Hotkey.
I recommend that you try to find hotkeys that "sound" good for the GUI items. There may be some duplicates but that's not dangerous. You can check the originial strings in their dialogs in TortoiseMergeENG.rc and TortoiseProcENG.rc.
Or - if Oto updates his scripts - get the duplicates list from him :)
