Global Icon Overlay Cache Setting?

Is it possible to set a global Icon Overlay Include Path? The machine
in question is a Terminal Services server, and it would be best to
limit TortoiseSVN's activity, for all users, to a given path.

Also, I saw somewhere that tortoisesvncache runs as a low-priority
process, but I wonder if a low-priority process is also low-priority
with respect to IO. If anyone knows the answer, please let me know.
