SSH documentation

Hi folks,

I am trying to sort out the docs for using SSH, and our FAQ entry for
using it on Windows suggests using Cygwin SSH. Does this mean that the
svnserve installation also has to be cywin, or can cygwin run native
Windows programs too? Never used it myself.
