It's mentioned in the help at '5.1.4. Common Shortcuts'.

F5 is what Windows (Explorer, IE, Firefox, ...) use for Refresh. It's
common enough that it probably doesn't really need a button.

It works in most windows. I use it all the time in the commit dialog
--- while perusing diffs, I notice something I forget, fix it, go back
to the dialog, hit F5 (make sure I didn't accidentally modify
something I didn't want), finished checking my diffs, then finish the
commit.
