Client-side hooks are already powerful enough to implement
this without the need to modify TSVN itself.
I would even consider deprecation of tsvn:minlogsize and tsvn:logtemplate
properties in favor of a couple of trivial hooks. This has downsides, too,
but I think it is interesting idea to consider, at least.
