TortoiseSVN 1.4.8 released

TortoiseSVN 1.4.8 has been released, linked against Subversion 1.4.6.

This is a bugfix/maintenance release.
It is now linked against the neon library 0.27.2 which fixes some
problems when accessing a repository over http/https.
