The "problem" here is that the new overlay handler is, well, new. That
means it removes the old registry keys and creates new ones.
Since the shell loads the overlay handlers in the order they were
installed, that means the new TSVN handler is loaded last (if there are
slots left). And that again means: the shell loads all TCVS handlers,
has no slot left and skips the TSVN ones.
Before that, it loaded the TSVN ones first, but since TSVN is nice and
doesn't use all slots it can if there are others installed, you still
got some TCVS overlays - TCVS is not nice in that respect, and TSVN has
no overlays.

Workaround: remove both TSVN and TCVS, then install TSVN, *then* TCVS.
That should work better.
