Could it be that the WC timestamps are out of sync and the SVN lib
needs to verify all files while the cache is requesting the file
status?

I don't know the equivalent svn command(s) that represent what the
cache is doing, but perhaps the underlying problem lies with the SVN
library and not the TSVNcache?
