TSVNCache lockup.

Hi devs.

Fired up a guest account on fully patched XP single core machine and
encountered a 100% lockup in TSVNCache.

Managed to open the TaskManager view and see about a dozen tasks running
instead of the usual 40 or so, indicating the cache process really had a
grip in the machine. Could not resize the TaskManager dialog although it
was responsive to adding a new column.

Win32 version of nightly r11329.

Killed the cache process and re-booted, all OK.
