[TSVN] Bug report. Restext.exe can't update a previous pot file correctly.

Hi all.

Restext-r10920 can¨t update the pot file that has a previous format
correctly.

The previous format is

{{{

#: ID:16,

・

}}}

I tested it for restext-r10870, r10920.

If I use the restext-r10920 (without using r10870), the pot file can¨t be
update correctly.

There is no commnet of pot file. The pot file output is

{{{

・. There is no comment block.

msgid "Write To DVR"

msgstr ""

}}}

But, If I use the restext-r10870 and then use the restext-r10920, ( If I
use two step.)

The pot file is updated correctly.

Is it a minor or major problem?
