Approximately zero ;-) That is a feature of the Subversion library,
not TortoiseSVN. You will find the command line client does the same.
You would have to ask on the users at subversion.tigris.org mailing
list. but expect the same answer there too :-(

Your best bet is simply to get those files renamed to something that
works on all file systems and OSes.
