I don't like the idea of parsing the rc file. Because that's not
necessary and TortoiseProc uses *two* rc files to get its resources from.

I suggest you take a closer look at the ResText sourcecode. It extracts
the resources one-by-one. Which means it will extract the resources from
a dialog, a menu, ... - you could use that to group the strings. After
all, all resources in a dialog are a group, all resources in a menu are
a group, ...
