check the following:
 
0) which version of TortoiseSVN are you running?
 
1) is the top folder under version control?
2) do you have any ignore patterns specified that match your files name? (probably not, because it sees it in the subfolder)
3) do you have any exclude paths specified?
 
I hate outlook because it always top-posts when I reply to HTML mails...

	I have an issue with Tortoise.
	For some reason it cant detect NEW files placed on top folder of my application.
	
	If I create a file on a sub-folder it is find just fine.
	
	Any idea?
