Problem wit german "Umlaute" in usernames and passwords

Hi there,

setting up a SVN-server with windows domain authentification is successfully
complete.
Everyone can check in and check out BUT users with "ä,ü,ö ß" in usersname
and characters like this ~ -\ in their passwords can't do this.

I've read somewhere to setting up the apache characterset to utf8
because the tsvn-client convert username an password in utf8 but i downt
know where to do in httpd.conf

hope anybody know what i mean and have a solution
