I am not sure what you want to do. TSVN32 and TSVN64 have their
own private settings: One that applies to and is accessible from
32 bit applications; while the other does the same for 64 bit.

So, the easiest way to access a specific version is to open the
IE or file explorer with the respective "bitness".

IE7 - 64 bit, however, seems to replace / hide the 32 bit IE and
file explorers. Workround: execute a 32 bit app (e.g. VS.NET,
Office, ...) and open some file dialog. The TSVN32 context
menu should be available in the files list.
