Bug: Ignored files mark parent as modified too

With the new 1.4.4.9706 release, I'm seeing a bug in the "Unversion
files mark parent folder as modified" setting. Previously (was
running 1.4.3.8645), this would only cause a folder to be marked as
modified if the unversioned file(s) were not ignored. Now it is
causing the parent folders to be marked as modified even though all
the unversioned files are listed in svn:ignore.

I did some experimentation around killing TSVNCache.exe, and looking
at which files/folders exhibited this behavior, and it seems to only
apply to files that are ignored. Unversioned folders don't produce
the behavior. It happens whether the ignore is via an svn:ignore
property on the folder, or a global-ignore in my subversion config.
