I must be doing something wrong, I can't reproduce this. Here's what I did:

* made a mirror of the TSVN repository
* using repobrowser, browsing URL http://server/svn/tortoisesvn/trunk
* grab the 'contrib' folder in the list view on the right
* drag the 'contrib' folder onto the tags/version-1.3.0 folder on the left

Now, three situations:
1) I drop the 'contrib' folder before the 'tags/version-1.3.0' folder
expands: folder is dropped correctly onto tags/version-1.3.0
2) folder expands, and while the folder expands (fetches the info) I
release the mouse button: folder is dropped correctly onto
tags/version-1.3.0
3) folder expands and I wait with the mouse button still pressed until
the folder is expanded. I then drop it: still correctly dropped onto
tags/version-1.3.0

And it's the same with right and left drag'n'drop.
