Unmodified locked file appears in the commit dialog

Hi folks,

Just noticed this in a (not so recent) nightly. I have a test WC with
one locked file, nothing modified. If I open the commit dialog the
locked file is selected for commit. Do we really want to commit an
unmodified file just to release the lock?
