When you move your mousepointer over the label which reads "A newer
version is available. Please go to http://tortoisesvn.tigris.org and
download the current version!", it changes from the normal arrow to a
hand. That should be enough for you to recognize that you can click there.

But I've changed the text a little bit in revision 9189. I hope that
will make it more clear what you have to do.
