  But how would I generate the URLs to include such text? I thought the bugtraq:url parameter only accepts BUGID, are there other variables I can include? If so, that would make things extremely easy.

I don't think SVN allows you to do that directly, but assuming that you
have control over the web server running one of the issue trackers
(preferably the internal one), it wouldn't be difficult to use URL rewrite
rules or a CGI script to direct "bugId 45" to the internal bug tracker and
"issue 45" to the public issue tracker.
