Should be easy to find:
http://tortoisesvn.net/
Download page, scroll down a little. You'll find "Release Candidates"
which are nightly builds from the stable branch, and "Nightly Builds"
which are the 'real' nightly builds from our trunk.

As you noticed, the svn.exe client has the same issue. That means it's
an issue of the Subversion library. And those have to be reported on the
Subversion mailing list (dev at subversion.tigris.org) and solved/fixed
by the Subversion devs.
