Not good. If you install Chinese and suddenly all the menus look weird :)

  

As I wrote this should be _option_ just like after install TortoseSVN, you can view / or not log, after installing language pack, you may switch / or not to  just installed language. Some check box option.

Better would be a function in Tortoise* that detects the PCs locale and
checks if a matching language pack is installed. Combine this with a
registry setting "current language". If the registry is not (yet) set,
switch to the matching language automatically. If the value is set, use the
setting instead.

  

This may be nice either, but maybe keep setting after updating is enough.
