If it's a bug, then it's not in TortoiseSVN :)

I don't know what's causing this, but you can check the following to
narrow it down:

* use the Subversion command line client.
  If it doesn't fail with the command line client, I would suspect some
  firewall/virus scanner (those stupid things usually only 'watch' UI
  programs, not console apps).
* compare all windows updates on both machines. Maybe one of them has a
  fix installed which solves this problem.
