A tortoiseSVN`s bug ?

server:centos+apache-2.0.58+subversion-1.4.0+ssl
client1:windows2000 sp4+(ankh+vs 2003)+(subclipse+eclipse)+tortoiseSVN-1.4.0
client2:windows2000 sp4+tortoise-1.4.0
To checkout from repository with tortoiseSVN,client1 and client2 are both successful.
The file that committed size about more than 100KB, when client1 commit with tortoiseSVN,the conveying capacity achieve 37KB,progress of the transfer stop(the printscreen in archives). but client2 use tortoiseSVN to commit,the error doesnot occur.
what`s the matter,please?
software conflict ? tortoiseSVN`s bug ?......
