No, it can't. How could ResText know that you have the Ctrl-R
accelerator key in your table matched to that menu entry? Ok, it *could*
parse that. But then it would risk assigning two or more commands to the
same accelerator key, because you can't be sure that two english words
which start with different chars also translate to two words starting
with two different chars - the translation could have both words use the
same starting char.

Check out how we do it here. We have a build script that does all that
for us. I suggest you do the same.

Well, consider other options :)
I know of some projects which have different *.rc files for every
language. While that is maintainable if you don't have many
translations, imagine TSVN which has more than 25 of them. Adding even
*one* simple label to a dialog would then require manually doing the
same to *all* those 25 rc files.
And the "eye-balling" is left to the translators - I couldn't tell if
the translation or the dialogs look right for e.g. chinese at all -
those chars are completely out of my understanding so the only one who
can really check if it's right is the translator.
We provide nightly builds, so the translators can check if the labels
are big enough for the translation the very next day - if they're too
small and there's no way for an abbreviation, they report that on the
mailing list and I try to find a way to increase the size of that label.
But that doesn't happen very often, so the workload is manageable.
