You can't download a current version of TortoiseSVN anymore from tigris.org.

This looks like you downloaded from the correct site (tortoisesvn.net /
tortoisesvn.org)

It works for me right now. The error message seems to indicate that the
process which creates 'trans_data.inc' was interrupted and left an
incomplete file behind. Since cron runs hourly (last time 5 Minutes ago), I
think it has repaired itself in the mean time.
