Please try the following:
* check out fresh working copies with a version 1.4 client
* kill the TSVNCache.exe process
From the reports I get here I'm starting to think that Subversion
doesn't properly update the working copy to the new format all the time.
So my best guess would be to start with a fresh checkout.
