I don't really see many cases where this should be useful. Could you give an example?

I'm pretty sure that we are exposing all information that we get from the SVN-libraries in form of progress bars already.
What you should do is to ask on the Subversion mailing list that they enhance the interfaces of the SVN-api to provide more progress data.
