In all applications.

Yes.

I took a copy of the WC with me and can reproduce this behaviour
with 7378 here at home.

The WC has about 9000 files in about 200 directories. The total size
is (with .svn dirs) about 0.5GB. The layout consists of a "master"
WC with common files and 18 project WC nested within the master WC:

d:\master
d:\master\common1
d:\master\aproject
d:\master\common2
d:\master\anotherproject
...

The flickering only occurs inside "master" itself, not inside
the nested WCs or the subdirs of "master". Other WCs with the
same layout do not show the problem.

In total there are 8 modified files, 3 added and 14 not-ignored
unversioned files. What else do you need to know to track this
down?

Kind regards

Sven
