That settings only works if you restart the application. The setting is
checked when the shell extension is loaded, so if the application with
the File-Open dialog already has it loaded, the setting won't have an
effect.

Does it happen with all applications and their File-Open dialogs or just
this one application? Try with e.g. Notepad.

I guess that means the endless crawling happens even after the locked
status is gone now?
