No need for a a patch :)
Just ommit the /notempfile param. Then TortoiseProc assumes a file
containing the filepaths in it, but in UTF16 format. Each path separated
with newline.

The requirements are fully documented in the build.txt file in the root
of our project source. VSExpress only works for some subprojects of TSVN
(TortoiseBlame, SubWCRev, TortoiseIDiff). For the rest, you need VS2005.
