This sounds reasonable to me. A first step could be to make
TortoiseProc.exe /command:commit accept an argument pointing to a file
just like --targets with the command line client.
I'm quite sure such a patch would be accepted right away.

The requirement to build TSVN in VS.NET2005... I haven't heard about
anybody having success in using another compiler/environment,
unfortunately.

Seems like you are pretty much on top of things with your SVN-usage!
Always nice to hear about how different companies/projects deploy
different policies (with varying success), and I truly appreciate you
