BUG In with the "..." buttons?

I'm not sure if there's a good reason for this or not, but if a URL field is blank, the "..." button will not invoke the Repo-browser.

To reproduce:
- Select the "Diff with URL" or "Switch..." option
- Clear out the url field (in the case of the "Diff with URL" option this is blank already, which appears to be a separate bug)
- Click on the "..." button and nothing happens.

I don't see any particular reason for having to enter in a half valid url just to display the repo-browser. If the repo-browser is invoked with a blank URL, then the user can enter one in or select it from a previous list. Yes I realize that the list and url "can" be entered in in the "Diff with URL" or "Switch..." windows, but it should "have" to be.
