I should have been clearer: No, I don't believe there is a way to do
exactly what the OP wanted (if svn:mime-type != text then
svn:needs-lock=y). Autoprops are just the closest thing.

In theory I don't think there's a reason you couldn't do what the OP
wanted in your svn client, but doubt it would be implemented by any
client author unless it was part of the core svn libs. Imagine: "Oh,
the reason your locking strategy is all screwed up is because you used
svn client Bar to add the files. You should have used svn client Foo."
