Most (all?) settings are saved in the registry. As a work-around you can create a registry file with your "beginner settings" and distribute to those who needs it. (Either as a .reg-file or through domain policies or similar.)
Maintaining a special beginners-release of TSVN would imho be quite much job for very little gain. Especially as each user will have a different opinion on what features that would be included in a basic version.

It has been proposed earlier to introduce yet another level in the sub menu. That way you could hide all the "expert features" one more level down. This has not yet been implemented, but I think it's only a matter of time before it becomes more or less a necessity with increasing choices in the menu. Maybe that would be what you are looking for?
