which is why the 64 bit installer doesn't work.

From where did you download the installer?
From: http://tortoisesvn.sourceforge.net/downloads (our download page) or
From: http://sourceforge.net/project/showfiles.php?group_id=138498 (The
standard sourceforge download page)

What made you choose the 64 bit installer?
