still about utf-8 question in merge

I use the last ver 1.3.4 6692. I have a project with PHP, all files
encoding is UTF-8 with no BOM . Simple Chinese is my native language

When I use Merge to diffence two version src files, the Chinese
characters cannot be displayed in correct encoding.

I search from maillist ,find this message:

http://svn.haxx.se/tsvn/archive-2005-12/0591.shtml

Stefan write:
========================================
Yes, it now checks the whole file for UTF8 sequences and only loads the
files as UTF8 if there are
- no chars that are illegal in UTF8
- at least one UTF8 sequence is found
========================================

But it can't work correct in my system.
