Seems the whole tigris.org is currently down. I can't reach neither
tortoisesvn.tigris.org, subversion.tigris.org or even www.tigris.org
at the moment.
But since the mailing lists obviously still work, I think it's only
their web server that's not working - maybe the repository is located
there too, or at least the authentication stuff.

Just wait a while and try again. I don't think it will take long for
them to notice and fix this.
