It appears he has read the documentation better than you have.
"Appendix D. Automating TortoiseSVN"
Describes command-line parameters for TortoiseProc.exe however it
doesn't actually mention they are options for TortoiseProc.exe until
the example section. It would possibly make sense to modify or add a
paragraph to the top explainin that TortoiseProc.exe is the core exe
and then go on to explain the options.
Though i do agree that in most cases people are better off using the
command line, but it can be handy to create a shortcut to bring up the
commit dialog on a specific folder, etc.
