More info for you which *may* give a clue. It seems to be a problem with
some modal dialogs.

Context menu -> Switch
Click on [...] to open repo browser modally
Click on help in repo browser -> help file is underneath.

BUT

Show log
Open statistics dialog (modal)
Help file is correctly on top

What's different?

BTW, the Switch dialog has a blank title, at least in 1.4.0.6431.
