Feature/issue: Copy between repositories

I have to keep in sync two repositories which contain the "same" tree
but with different histories and I ran across the following issue:

When merging between the repositories, everything works (as far as I can
tell) except the merging of the added files who complains that the
repository roots are different when doing copy.
Wouldn't it make sense to have tortoisesvn copy the file and add it to
the target WC instead of outputting an error message and stoping half-way?

Please let me know if you see any other solution to this problem (for
now I have to add manually the files, than do merge, which works ok).
