Potfiles always get built

Hi Lübbe,

Whenever I use Nant to build the potfile, both TMerge and TSVN pot files
always get built, even if nothing has changed. I almost always have to
revert TortoiseMerge.pot before committing, as only the build date has
changed. Is there a problem with the dependencies?
