Do the directories doc/xsl/zh_CN and doc/xsl/ja on the build machine both
contain a userconfig.xml (copied from userconfig.template.xml)?

In the latest buid log I see this error:

[echo] Translating: 'zh_CN' This may take a few minutes
[exec] (null): po/TortoiseSVN_zh_CN.po:1:2: parse error
[exec] (null): found 1 fatal error
--SNIP--

Which indicates a broken .po file. I just checked that the file has UTF-8
ident bytes, which it shouldn't. But that's a different issue.
