This isn't a bug. There is one TSVN item for the containing folder and one for
the selected file. Windows Explorer shows them both in the File menu and that
can't be changed. In the current nightly builds there are already different TSVN
icons in the menu for folders and files to make the difference between those two
TSVN menus more intuitive.
