no overlays visible in working copy under Program Files directory

Hi,

I have versioned my Apache conf directory, but since installing the
nightly, there are no overlay icons visible anymore on that wc. When
copying the conf directory to anywhere else (including to other
directories containing a space), the overlays show up on those new
directories immediatly. When copying the directory to some other place
under C:\Program files, the overlays do not show up.

The context menus are correct though.

(nightly, r5662, and r5690 too)
