unable to update to 1.3.0 with Win2K

I get the following error when I try to installer TortoiseSVN 1.3.0
(I've tried the nightly 1.3.1 also) on my Win2K machine (this is
managed work machine... so I'm sure they are behind non-critical
patches):

This installation package cannot be installed by the Windows Installer
service. You must install a Windows service pack that contains a newer
version of the Windows Installer service.

This is just a FYI, I'm not expecting a resolution (as I would guess
there was a reason to require the new version of the MSI installer).
Maybe make a note of this on the web site as you say TortoiseSVN will
work with Win2k and up...
