TortoiseSVN 1.3.1 MSI & upgrades

Hello!

I just added the MSI for TortoiseSVN 1.3.1 to my group policy to deploy
it to developers' machines, and noticed that the 1.3.1 MSI is only set
to upgrade 1.2.x versions of Tortoise, and not 1.3.0. I had to manually
add TortoiseSVN 1.3.0 to the "Packages that this package will upgrade"
list, and it shows up as "Replace" instead of "Upgrade." I'm guessing
that this is related to package GUIDs, but I'm not sure if this is
intended behavior or not. Every version of the TSVN MSI prior to 1.3.1
has correctly identified which other packages in the GP it would
upgrade, so this is definitely new behavior. Either way, I'm still
grateful to have such a great MSI to deploy such a great product!
