I also think that clause 5 is a bit misleading or maybe I get the intention
wrong.

IIUYC, you want people who create icon sets *that are used for subversion
actions*, to give these icon sets back to TortoiseSVN, which I think is a
good idea. But using the general term "icon sets" could also imply that
*any* icon that comes with the software has to be made available for
TortoiseSVN, which I think is not the intention.
